How billing works

An instance is billed from the moment it is created. A terminated instance is not billed. Source

Discounts

A stopped instance gets a 90% discount off the website price for 90 days. After 90 days it returns to the regular price while staying stopped. Source

Data transfer out

Traffic toward the internet over a floating IP is billed. Local traffic over fixed IPs inside the same VPC is not. Source

Easy-to-miss costs

The root block storage is billed separately from the instance, at block storage rates. Source

A floating IP is billed from creation until deletion, regardless of whether it is attached. Source

High availability and backups

Using RDS high availability (HA) bills one additional instance of the same size. Source
